Evil organizations and dire cults abound in Theeurth, each
conspiring in its own way to bring the civilized lands under their
own dominion. Few organizations exist purely to battle this
evil tide. The Aelinn Council is one such
organization.
Secretive and loosely organized, it has members across the face
of Theeurth. These members gather when needed or when they
must, to thwart the machinations of enemies such as the cult of
Malbor, the Shadow Hand, or the Iron Wind. One
of their most important assets is their network of informants and
infiltrators known as "scouts".

(local)(4 ranks), Perform (4 ranks), Sense Motive (8 ranks),
Wilderness Lore (2 ranks).

Special: Sponsorship by a Council member, approval of a
member of the Middle Council.
Class Skills:
The skills of a Council Scout (and the key ability for each
skill) are: Appraise (Int), Bluff (Cha), Concentration (Con),
Decipher Script (Int), Diplomacy (Cha), Disguise (Cha), Gather
Information (Cha), Intuit Direction (Wis), Knowledge (local)(Int),
Listen (Wis), Perform (Cha), Pick Pockets (Dex), Profession (Wis),
Read Lips (Wis), Search (Int), Sense Motive (Wis), Swim (Str),
Tumble (Dex), and Wilderness Lore (Wis).
Skill points at each level: 4+Int modifier.
Class Features:
All of the following are class features of the Council Scout prestige class:
Weapon and Armor: Council Scouts are
proficient with all simple weapons and light armor.
Spells per Day: Beginning at 1st level, the Council
Scout gains the ability to cast a small number of arcane
spells. These spells are Charisma-based and do not need to
be prepared. At each level of Council Scout, the character learns
two new spells of any level he can cast. He can learn more
spells from the Council Scout spell list by studying arcane
scrolls or spellbooks.
Council Scout Spell List:
1st Level - Alarm, Camouflage (MF), Change Self,
Charm Person, Comprehend Languages, Disappear (RR), Expeditious
Retreat, Feather Fall, Jump, Message, Mount, Spider Climb.
2nd Level - Alibi (RR), Cat's Grace, Darkvision,
Detect Thoughts, Eagle's Splendor, Endurance, Knock,
Locate Object, Misdirection, Obscure Object, See Invisibility.
3rd Level - Invisibility*, Nondetection, Phantom Steed, Secret Page,
Shrink Item, Suggestion, Tongues, Undetectable Alignment.
Council Knowledge: The Council Scout has a knack for
picking up information. This works exactly like the bardic
knowledge skill.
Favored Enemy: The Council Scout chooses a favored enemy
from the following list of the Council's enemies: The Warlocks of
Accolon, the Cult of Malbor, The Shadow Hand, the Darkened Eye,
The Archons of Ianthe, the Iron Wind or the Brotherhood of Bone. This ability works
exactly like the favored enemy ability of the ranger class. When a
Council Scout reaches 4th level, his bonus against his first
favored enemy improves to +2 and he gains a second favored enemy.
Extraordinary Luck: Once per day, Council Scouts of 2nd
level or higher may re-roll any one die roll immediately after it
has been rolled. The Council Scout must abide by the second
die roll.
Skill Focus: At 3rd level, the Council Scout gains the
feat Skill Focus for his Perform skill and any one other Council
Scout class skill.
Craft Council Item: A specialized form of the Craft
Wondrous Item feat, this allows a Council Scout to create magic
items associated with the Council and certain potions (Charisma,
Detect Thoughts, Glibness, Tongues and Truth.)
All the normal requirements for creating such items apply.
